As she finally settles over top him, his arms slide around her waist, giving her room to move as she will while still holding on to her. He kisses her back happily, even going so far as to arch into her body a bit, putting a little more pressure between their hips.
And the feel of her dress on his bare skin has him sighing and a little twitchy (in a good way!), wanting to pull her down all the way. But he doesn't. He lets the sensations drive him mad, instead.
